He states the date he read a term, because terms pages are edited and the version you accepted is the one that matters.

What he checks before publishing

Bonus figures are taken from the operator's own published table, not from a banner; licence claims are checked against the issuer's own validator and the result is quoted verbatim, including when it is negative; and payment limits are reported as the operator states them, with the difference between a published claim and a measured fact spelled out.
